The Royal Navy, long a symbol of British maritime power, now projects the image of a weakened institution. The first half of 2026 brought a further accumulation of embarrassing episodes, including unfavourable comparisons with the French Navy. The paradox is all the more striking given tha the strategic context has never more clearly highlighted the importance of maritime power: the return of war to Europe, sub-threshold attacks, Russian pressure in the Arctic, the vulnerability of maritime approaches, and growing dependence on undersea infrastructure. Yet, at the same time, not a single British warship was present in the Persian Gulf during the Iranian crisis, causing irritation among regional partners. The promise of “Global Britain” is thus confronted with a much more prosaic material reality, in which every deployment entails visible trade-offs. To understand this situation, it is necessary to return to the causes of the collapse in Britain’s operational naval capacity and their consequences for procurement programmes, before assessing the real scope of recent announcements and evaluating their impact on whether they point towards a credible recovery or merely a slowdown in the decline.
I. The Collapse in Operational Availability
The historical comparison is unequivocal: in 1982, the United Kingdom was able to deploy two aircraft carriers, eight destroyers and 16 frigates to the Falklands while maintaining other commitments. In 1996, the Royal Navy still had 17 submarines, three aircraft carriers, 15 destroyers and 22 frigates in service.¹ By 2026, its actual combat force has been reduced to just 10 submarines, two aircraft carriers, six destroyers and seven frigates, of which only five are operational.² The recent inability to deploy an aircraft carrier rapidly to the Middle East, while France diverted the Charles de Gaulle to the eastern Mediterranean, crystallised this loss of credibility.
This erosion affects both the submarines and the surface fleet. In early 2026, all Astute-class SSNs were either immobilised or undergoing maintenance, while the Vanguard SSBNs were facing major difficulties in maintaining continuous at-sea deterrence.³ The two Queen Elizabeth-class aircraft carriers, obtained at the cost of programme cancellations and compromises affecting the escort fleet, have encountered propulsion problems and remain dependent on allied escorts. The Type 45 destroyers are likewise still affected by propulsion problems, despite remedial work, and the delayed deployment of HMS Dragon to the eastern Mediterranean illustrated this vulnerability. More than a simple incident, this episode demonstrated the extent to which actual availability, rather than the theoretical inventory, has become the decisive criterion.
The situation is even more critical for the frigate fleet. The Type 23s have been withdrawn one after another, sometimes after costly refits, due to crew shortages or their material condition, leaving the Royal Navy with only five operational frigates.⁴ The lightly armed River-class patrol vessels must now carry out certain missions formerly entrusted to frigates around the British Isles, in the Falklands or in the South Pacific. This shift is not merely symbolic: it lowers the level of protection, reduces the ability for escalation, and sends an ambiguous message to allies and enemy nations.
The Royal Navy, long an emblem of the United Kingdom, therefore projects an image of weakness at a time when the country cannot afford to ignore the sea on which its power is founded. Underwater cables and pipelines carry the bulk of its internet traffic and a substantial proportion of its gas imports, while a growing proportion of its electricity (14%) now comes from offshore wind power. Protecting these infrastructures has become an issue of domestic as well as foreign policy for London; the task is no longer simply to project power, but to guarantee the day-to-day functioning of the national economy, energy system and communications. The result is a reduced and ageing combat force that must shoulder unchanged ambitions – a contradiction rooted in budgetary choices made fifteen years ago.
The decisive break came with the 2010 Strategic Defence and Security Review (SDSR). Presented as a strategic review, it was above all a budgetary response to an estimated £38 billion funding shortfall at the Ministry of Defence. It led to a real-terms cut in funding – whilst the armed forces were engaged in Afghanistan – resulting in the early decommissioning of HMS Ark Royal six years ahead of schedule, the sale of the Royal Navy’s 72 Harrier aircraft, the disappearance of carrier-based aviation for a decade, the withdrawal of the Type 22 frigates, and a planned 15% reduction in personnel.⁵ It also created an acknowledged “capability gap”, based on the assumption that certain capabilities would be recreated later. Yet this regeneration never kept pace with the planned schedule. Immediate savings were achieved at the cost of a loss of expertise, reduced fleet depth and greater dependence on allies. This logic of a budgetary gamble weakened the Royal Navy for the long term, even as overseas commitments remained substantial.
The hesitation over the choice between the carrier-capable F-35B and F-35C fighter aircraft symbolised this disorganisation: a switch to the catapult-launched version, followed by a return to the F-35B, with associated costs, delays and doctrinal uncertainties.⁶ The withdrawal from service of the Nimrod MRA4 aircraft left the country without maritime patrol aircraft for nine years, just as the Russian submarine threat was re-emerging.⁷ The United Kingdom is now equipped with nine Poseidon aircraft based in Scotland, for which a maintenance contract was signed with BAE on 15 July 2026.⁸ Subsequent reviews corrected some of the effects of 2010 without addressing the structural shortfal: in 2023, the National Audit Office still assessed the ten-year defence plan’s funding shortfall at £16.9 billion.⁹
The budgetary crisis was compounded by an equally structural human-resources crisis. Trained personnel fell from approximately 29,700 at the end of 2021 to 27,820 in October 2025, while more than 4,500 personnel in training were not yet deployable.¹⁰ Since 2012, this 16% reduction in personnel has made it impossible to crew many warships properly.¹¹ While the French Navy has managed to meet its recruitment targets, partly because of the institution’s strong appeal among young people, the Royal Navy is not yet in the same position and is struggling to attract recruits.
This erosion has direct consequences: HMS Westminster and HMS Argyll were withdrawn in order to transfer their crews, HMS Lancaster was not replaced in the Gulf, and the Royal Fleet Auxiliary (RFA) is itself short of personnel to support major deployments.¹² Fewer days at sea, lower staff retention and the loss of technical expertise, particularly in nuclear engineering and combat systems, form a vicious circle that is difficult to break. Scarce specialisms are the most vulnerable, penalised by salaries that are less attractive than those offered by the private sector and by replacement personnel who require several years of training. The shortage in personnel therefore cannot be measured in overall headcount, but in the qualifications available in the right place at the right time.
This dual erosion, both human and budgetary, is accompanied by an equally longstanding industrial fragility: the reduction in naval construction after the Cold War eroded skills and disrupted continuity between programmes, with the result that older vessels are now being withdrawn from the fleet faster than their replacements can be brought in. The defence industrial base had become so atrophied that BAE encountered major difficulties with the Astute class submarines. A new computer-aided design technology and changes in procurement methods forced it to seek assistance from General Dynamics. Then, launched in 2025, the CLYDE 2070 programme reversed this trend by modernising infrastructure and integrating robotics, automation and artificial intelligence. However, I only just begun, and its effects can only be gauged over the lifetime of the programmes themselves.
II. Capability Programmes
It is precisely in this race between attrition and renewal that the Royal Navy is entering a dangerous transition: the Type 23 frigates are ageing faster than the planned replacement rate. The Type 26s, highly capable in anti-submarine warfare and intended to support the nuclear deterrent as well as control the Atlantic approaches, will not be fully available until the end of this decade.¹³ The Type 31s, designed as less expensive and more exportable frigates, have likewise been delayed towards 2027–2029, notably because of the integration of the Mk41 torpedo, which is intended to increase their military value but adds to the cost borne by Babcock.¹⁴
The same pattern can be seen in the amphibious domain: the abandonment of the LPDs, Landing Platform Docks, HMS Albion and Bulwark in favour of a future programme illustrates a withdrawal undertaken before the replacement is ready. Britain’s blue-water amphibious capability is therefore disappearing for an indefinite period, despite the avenues opened by the July 2026 Defence Investment Plan with the Netherlands, centred on a more integrated multinational force. This development reduces the expeditionary flexibility of the Royal Marines, even though their transformation into lighter, more dispersed units requires reliable projection capabilities; the difficulties affecting the RFA and at-sea replenishment further exacerbate this vulnerability during prolonged operations and force the Navy to depend on its allies.
The nuclear deterrent remains the absolute priority of British defence policy. However, the ageing Vanguard SSBNs are under considerable pressure before the arrival of the Dreadnought-class SSBNs, which will not occur until the early 2030s at the earliest. The recurrent unavailability of the SSNs intended to escort the SSBNs creates a structural vulnerability that the Royal Navy can only hope to weather without any major incidents.¹⁵ Built at Barrow, these four future SSBNs will have a displacement of more than 17,000 tonnes and, judging by their missile compartments, are expected to adopt the architecture selected for the US Columbia-class SSBNs. This same naval nuclear industrial base is also at the heart of a second, industrial gamble: AUKUS.¹⁶
The United Kingdom has indeed committed to the AUKUS trilateral military cooperation agreement with Australia and the United States, intended to protect the interests of the three states by countering Chinese expansionism in the Indo-Pacific. AUKUS represents a major industrial opportunity, but also a risky venture in terms of its capabilities. The AUKUS-class nuclear-powered attack submarine is intended to replace the Astutes, support Australian ambitions and consolidate the British naval nuclear industrial base, with major contracts for BAE Systems and Rolls-Royce. The 2025 SDR provides for twelve British units – a notable increase in ambition – but the first SSN is not expected until the late 2030s.¹⁷ The gap between political ambition and actual industrial capacity therefore remains a key issue.
This gap also undermines the credibility in the timetable: British shipyards lack capacity, the Astute fleet is already under strain, and the United States is struggling to produce enough Virginia-class SSNs for its own needs. AUKUS could therefore come into conflict with other priorities, notably the Global Combat Air Programme (GCAP).¹⁸ The programme requires a coordinated ramp-up of infrastructure, nuclear expertise, the supply chain and crew training: it is less a submarine procurement programme than a test of industrial resilience spanning over several decades, on which the United Kingdom’s ability to meet its commitments across all theatres ultimately depends.
However, these capability constraints are already having tangible geographical effects. In the eastern Mediterranean and the Gulf, the Royal Navy has lost its permanent presence following the withdrawal of HMS Lancaster. Operation Kipion, the long-term commitment in the Persian Gulf and the Indian Ocean to protect commercial shipping, has de facto been reduced to a minimum. In the event of a crisis, London would only be able to commit a limited number of assets. This withdrawal is particularly significant because these areas historically accounted for a substantial part of British credibility among American, European and Middle Eastern partners.
In the Asia-Pacific, the deployment of HMS Prince of Wales in 2025 demonstrated that the Royal Navy retains the capacity for symbolic presence. However, the carrier’s numerous breakdowns on its return and the shortage of escorts highlight the impossibility of sustaining an ambitious regional posture over the long term. The two British aircraft carriers cannot be fully crewed and deployed simultaneously, and choices must systematically be made, unlike the aircraft carrier Charles de Gaulle, which has the necessary escort assets to be deployed to an operational theatre when required.
Unable to handle everything at once, the 2025 SDR adopts a “NATO-first” approach, consistent with the Russian threat.²⁰ Nevertheless, two or three of the five available frigates are already committed to anti-submarine warfare in the North Atlantic, leaving very little margin for other missions, including the protection of the aircraft carrier strike group. Alliance partners are well aware of these ulnerabilities. The fact that the British carrier strike group systematically requires allied escorts, notably American, Norwegian or Dutch, to ensure adequate protection raises questions about the United Kingdom’s net contribution to the collective posture when France remains capable of acting autonomously. The House of Commons Defence Committee noted in 2024 that “in an existential war, even a partially operational platform is better than none.”²¹ This pragmatic assessment reflects a deeper concern: the Royal Navy is no longer able to fulfil its NATO commitments autonomously while maintaining capabilities outside its home waters.
III. Pathways Towards a Hypothetical Recovery
In light of this assessment, three levers are being deployed in an attempt to reverse the trend and restore the Royal Navy’s credibility, which it has lost in almost all theatres: exports to consolidate the industrial base; technological innovation to compensate for the shortage of hulls; and an explicit strategic reorientation to concentrate increasingly scarce resources on the most vital priorities. Will these measures be sufficient to turn the Royal Navy’s situation around in the coming years?
Exports offer grounds for hope. The United Kingdom’s award of the Norwegian contract for five Type 26 frigates marks the return of British escorts vessels to the international market, whilst the Type 31 programme is already attracting several navies.²² These successes validate certain design choices and may strengthen the technological and industrial base by ensuring a more regular workload. However, this momentum, fuelled by European rearmament, may also place additional pressure on shipyards already committed to Royal Navy requirements. The challenge will be to use export contracts as a lever to ramp-up production rates and finance the domestic market – as Naval Group has managed to do in France – rather than creating further competition with domestic requirements.
The second lever lies in innovation. The 2025 SDR focuses on “Atlantic Bastion”, a hybrid anti-submarine warfare network linking ships, submarines, aircraft, fixed or deployable sensors and autonomous systems through artificial intelligence. The concept is consistent with the lessons of the war in Ukraine: more sensors, relatively low cost, light weight and digital integration.²³ Above all, it reflects an attempt to compensate, through data and autonomy, for the small number of available vessels.
The First Sea Lord has set a four-year timeframe for achieving combat readiness, which implies a shift in procurement methods and a greater acceptance of risk.²⁴ The first contracts and the arrival of the large Excalibur unmanned underwater vehicle (UUV)²⁵ give substance to this ambition, but the amounts involved remain modest given the scale of the requirement.²⁶ The financial framework established by the Defence Investment Plan of 1 July 2026, while clarifying certain trade-offs, does not dispel the uncertainties surrounding the rest of the programmes, from Type 83 to MRSS, from SSN-AUKUS to the subsequent phases of Atlantic Bastion. It therefore remains to be seen whether technological innovation alone is sufficient, or whether it must form part of a broader geographical strategy.
The third lever is a strategically rational refocusing on Euro-Atlantic affairs. The resurgence of significant Russian activity in the Channel and the North Atlantic, the need to protect cables and pipelines, and the vulnerability of British approaches justify placing this area back at the heart of the posture. The “Northern Navies Initiative” illustrates this desire to strengthen northern European cooperation under British leadership and enables London to draw on its traditional anti-submarine warfare expertise, an area in which the Royal Navy retains genuine legitimacy despite the contraction of its resources. This choice, however, carries risks, such as marginalisation in the Mediterranean and the Middle East, a weakening of the aircraft carriers’ credibility, and the ambiguous signal sent to the Asia-Pacific region and Australia. British planning was still largely based on the assumption of stable American leadership combined with a British “niche contribution”; this assumption is now less certain.
Indeed, if Washington were to reduce its presence or demand more from its European allies – which appears to be its current intention – London would have to assume greater responsibilities at precisely the moment when its fleet has less room for manoeuvre. Refocusing is therefore not merely a matter of priorities; it is also a gamble on strenght of the alliance that makes it sustainable.
These three levers will have no lasting effect if industrial reforms fail to break with the cycle of optimistic announcements, underfunding and cancellations. Since 2010, the cost of abandoned programmes has been estimated at £4.8 billion. The lesson is clear: without prudent budgetary assumptions and stable programme management, naval ambitions turn into capability shortfalls. Recent measures are moving in the right direction: the National Armaments Director Group (a team dedicated to exports), guarantees to support industry, the Unity contract with Rolls-Royce, and recognition of shipbuilding as a priority capability.²⁷ However, rebuilding the industrial base will require time, visibility and ongoing investment. It will involve stabilising specifications, avoiding changes of direction during the course of programmes, and offering industry a sufficiently predictable trajectory to recruit, train and invest.
The challenge, in reality, extends beyond political cycles. Producing one submarine every eighteen months requires a substantial increase in the workforce – from 10,000 to 17,000 people – and the rebuilding of a robust supply chain. Tensions with Washington further reinforce the requirement for industrial sovereignty and domestic resilience. It is with this in mind that the “Warfighting Ready Plan 2029” aims to accelerate decision-making, modernise training and improve recruitment. The first signals are positive – a moderate increase in personnel numbers, shorter recruitment times and the “Gap Year” programme²⁸ ; but training qualified sailors, particularly in critical specialisms, remains a lengthy process.
Conclusion
Exports, innovation and geographical refocusing will therefore not, on their own, be sufficient to make up for fifteen years of attrition. These efforts cannot succeed without long-term budgetary and industrial restructuring. In 2026, the Royal Navy is facing a historic turning point. By retaining its genuine strengths – competitive frigates, recognised expertise in anti-submarine warfare, a robust operational culture, a submarine industry undergoing reconstruction, a sustained deterrent and a credible technological ambition through Atlantic Bastion – it maintains a minimum threshold of credibility. Nevertheless, these strengths are no longer sufficient to mask the gap between its claimed status as a first-rank navy and the resources available. A reduced combat fleet, insufficient human resources and limited funding will not allow it to fulfil all its ambitions. Restoring the Royal Navy will require at least a decade of sustained investment, a clear prioritisation of objectives and a degree of political discipline rarely seen since 2010.
The four-year horizon set by the First Sea Lord appears difficult to reconcile with the delivery schedules for new vessels. The solution will therefore have to rely on autonomous systems, improved operational readiness, explicit geographical choices and lasting industrial reform. A refocus on the Euro-Atlantic sphere is a rational response to the constraints. Whilst it may restore coherence to a navy that has for too long been torn between global ambitions and dwindling resources, it will require the United Kingdom to publicly acknowledge its weaknesses and its need for cooperation with the other navies of the Atlantic Alliance. The question remains as to whether London will be able to turn this ambition into operational capability before the threats become more acute. For the time being, the dilemma remains unresolved: the Royal Navy knows what it needs to become again, but it still lacks the sailors, hulls and infrastructure to do so. Time is now running critically short.
Ultimately, if the Royal Navy succeeds in re-equipping itself, reorganising and rebuilding its strength, then the operational pressure on the French Navy will be eased, NATO’s maritime coherence strengthened, and the role of the JEF, of which France is not a member, will become more influential, particularly in the Baltic and the Arctic. Finally, the reforms could have a knock-on effect in France.
