Two Shores Youth Scheme

The fifth edition of SMHES Jeunes des Deux Rives will be held from April 28 to May 2, 2025, in Rabat and from June 23 to 27, 2025, in Mallorca.

Following the “Two Shores” Summit in June 2019, the FMES institute proposed the creation of an annual regional session with partners from the 5+5 countries. This Two Shores Youth Shores consists of two one-week seminars, one in the north and one in the south. It brings together young civilian and military graduates. This gathering, which is an extension of the 5+5 Dialogue, is a concrete expression of the concept of “Western Mediterranean identity,” promoting cooperation between young graduates from this region by raising their awareness of the challenges, risks, and opportunities common to both shores of the Mediterranean.

The 5+5 Dialogue is the oldest framework established for encounters between countries in the Mediterranean basin.

Established in 1990 following a meeting of foreign ministers in Rome, this sub-regional forum brings together ten countries from the western Mediterranean region. Five are located in the north of the Mediterranean Sea (Spain, France, Italy, Malta, and Portugal) and five are located in the south (Algeria, Libya, Morocco, Mauritania, and Tunisia). It is one of the first successful initiatives between Mediterranean countries. The establishment of this dialogue gives future decision-makers the liberty of discussing common problems in an area where regional cooperation remains insufficient.

5th Two Shores Youth Scheme

  • Promote exchanges between young civilian and military graduates from both sides of the Mediterranean and contribute to the establishment of a Euro-Mediterranean identity.
  • Acquire strategic culture and openness to the world.
  • Understand the defense and security challenges of the Mediterranean region by becoming engaged citizens.
  • Promote a collaborative working method to build a diverse network of future leaders.
  • Benefit from a unique degree program recognized on both sides of the Mediterranean.
  • Conferences and debates on a predefined topic, presenting Mediterranean geostrategic issues and defense policies implemented; committee work that encourages different perspectives, leading to reflection on the topic and the publication of a report;
  • Visits to regional and national sites with a focus on major Mediterranean issues; 
  • On-site accommidation for participants to promote cohesion among them.

The Two Shores Youth Scheme comprises 20 young auditors who wish to deepen their knowledge of geostrategy and geopolitics in order to better understand the interactions between the two shores of the Mediterranean.

 

Two auditors per member country of the 5+5 Dialogue attend the training: one from academia and one from military schools.

Graduates students (master’s level), recent graduates in employment or seeking employment, officer cadets from military schools.

 

This seminar will be held in French and English (both languages must be understood and one of them must be spoken). Candidate profiles will be reviewed by a committee from the FMES Institute.

Candidates may apply independently or be nominated by partner institutes or universities.

 

This seminar, which includes accommodation, is fully funded by the FMES Institute with the support of the Sud-Provence-Alpes-Côte-d’Azur Region.

 

For countries in the North, transportation costs are to be covered by participants.
