Introduction

This Action Plan puts the European Union Maritime Security Strategy (EUMSS dated 24 June 2014) into practice. It is based upon the four following principles: cross sectoral approach, functional integrity, respect for rules and principles, and maritime multilateralism - including the
decision-making autonomy of the EU - as defined by the European Union Maritime Security Strategy. These principles are enshrined in every measure detailed in the Action Plan.
